PIRT vs. BPOM vs. Halal: Understanding Indonesia's Food Business Requirements in 2026
A Bali entrepreneur launches bottled chili sauce, opens a small café, and plans to export snacks. Three activities, potentially different regulatory obligations. Understanding Indonesia’s food business requirements begins with a simple distinction: PIRT, BPOM registration, and halal certification serve different purposes. Obtaining one does not automatically satisfy the others.
Why These Approvals Are Different
PIRT refers to household food industry products, while SPP-IRT is the certificate authorizing eligible household producers to manufacture and distribute specified processed foods. BPOM MD or ML registration addresses processed food distribution authorization for qualifying domestically produced or imported products. Halal certification addresses ingredients, processes, and halal assurance.
Indonesia’s food business requirements depend on product characteristics, production premises, processing methods, distribution arrangements, and business scale. A packaged snack, restaurant meal, and imported beverage should not automatically follow identical procedures.
When Is PIRT Appropriate?
Under BPOM Regulation No. 4 of 2024, SPP-IRT applies to eligible household food industries operating from the owner’s residence using manual or semi-automatic equipment. Products must fit permitted categories and meet labeling and safety commitments.
For Indonesia’s food business requirements, applicants need an NIB, product information, labels, and an OSS application linked to BPOM’s SPP-IRT system. After issuance, producers must fulfill food safety training, production practice, and labeling commitments within applicable timeframes.
Indonesia’s food business requirements exclude certain products from SPP-IRT, including foods needing special handling, products with particular claims, and products outside eligible categories. Ready-to-eat meals and products with a shelf life shorter than seven days are also outside this registration route.
A home-based cookie producer may qualify, depending on product and facility. Do not assume every small food business can use PIRT.
When Is BPOM Registration Required?
BPOM supervises processed food safety and registration. For products requiring distribution authorization, domestic manufacturers generally seek an MD number, while imported processed foods generally use ML registration. Requirements vary with product classification and applicable exemptions.
Indonesia’s food business requirements may involve production facility standards, ingredients, shelf-life evidence, labels, packaging, and supporting documentation. Imported products also require attention to the responsible Indonesian importer and applicable import controls.
Under Indonesia’s food business requirements, businesses cannot choose PIRT simply because it appears faster. If a product falls outside SPP-IRT eligibility and requires BPOM registration, the appropriate route must be followed before distribution.
Equally, not every freshly prepared restaurant meal needs an MD or ML number. Indonesia’s food business requirements distinguish packaged processed food from ready-to-eat food service activities, which may face other hygiene and licensing obligations.
What Does Halal Certification Cover?
Halal certification is administered through BPJPH under Indonesia’s halal product assurance framework. It examines relevant ingredients, materials, production processes, and assurance arrangements. It is separate from food safety authorization.
Indonesia’s food business requirements therefore may require both a processed food authorization and halal certification. A product displaying an MD number is not automatically halal certified; a halal certificate does not replace an MD, ML, or eligible SPP-IRT authorization.
Products containing prohibited non-halal ingredients follow separate disclosure rules rather than obtaining halal certification. Businesses should carefully assess product composition and labeling regularly.
What Changed for Halal Deadlines in 2026?
Government Regulation No. 40 of 2026 amended the timetable established under Government Regulation No. 42 of 2024. For medium and large domestic food and beverage businesses, mandatory halal certification has applied since October 18, 2024.
For micro and small food and beverage businesses, the transition extends through October 17, 2028. Imported food and beverage products have a scheduled commencement date of October 18, 2028, subject to applicable arrangements.
Indonesia’s food business requirements also vary for other product categories, including cosmetics, medicines, and certain services. Verify classifications rather than relying on one headline deadline.
Comparing PIRT, BPOM, and Halal
PIRT or SPP-IRT: Intended for eligible household-scale processed food production. It addresses specified production and distribution compliance obligations.
BPOM MD or ML: Applicable to processed food products requiring national distribution registration, including relevant domestic and imported products.
Halal certification: Confirms compliance with halal assurance requirements where certification applies, including ingredient and process assessments.
Indonesia’s food business requirements are cumulative when different obligations apply. The correct combination depends on the business model and the specific products sold.
Common Mistakes That Create Compliance Risks
One frequent mistake is treating a business identification number as permission to sell every food product. An NIB identifies the business, but additional product or operational authorizations may still be necessary.
Another is assuming a halal logo proves food safety registration. Indonesia’s food business requirements treat these as separate regulatory questions, and misleading labels can expose companies to enforcement concerns.
A third is expanding from household production to a larger facility without reassessing authorization. A fourth is importing packaged food without checking ML registration, Indonesian labeling, and current halal obligations.
Before launching, prepare a product-by-product compliance matrix covering manufacturing location, processing, packaging, shelf life, ingredients, intended claims, and distribution channels. Indonesia’s food business requirements become easier to manage when approvals are mapped before investment in packaging or inventory.
